Governor Announces Appointments to Various Boards and Councils

Board of Environmental Review
• William Rossbach, Missoula. Qualification: attorney. Rossbach received a B.A. from Yale University and a J.D. with high honors from the University of Montana. He’s been a member of the Missoula City County Consolidated Board of Health and the Water and Air Pollution Control Boards (vice chair 1995-1996) and chair (1996-2005). Rossbach is in private law practice and is involved in numerous youth sports organizations and education organizations.
• Robin Shropshire, Helena. Qualification: background or expertise in hydrology. Shropshire has an M.S. in hydrogeology from the University of Waterloo and a B.A. in geology from the University of Montana. She is on the faculty of the University of Montana-Helena College of Technology, and also works as a researcher. Previously, she was employed as an environmental health and safety manager and project manager in contaminant hydrogeology.
• Joseph Whalen, Miles City. Qualification: background or expertise in local government planning. Whalen is the Mayor of Miles City, and is involved in local government planning as well as the day-to-day management of the city. He studied animal science, agriculture business and agriculture education at Reedley College, CSU-Fresno, CSU-Chico. He was the general manager of Dakota Internet Access in Williston, and also worked with Smith & Hawkey in Mill Valley, California.
• Marvin Miller, Butte. Qualification: background or expertise in environmental science. Miller as a B.S. in geology with a minor in chemistry (strong background in math and physics), from the University of Montana-Missoula. He has a master’s degree in hydrogeology (minors in geophysics, geomorphology and civil engineering) from Indiana University-Bloomington. Miller is currently the assistant director of contracts and grants, senior research hydrogeologist, and professor of hydrogeology, Montana Bureau of Mines and Geology.
Family Education Savings Oversight Committee
• Linda Zander, Helena. Qualification: public representative. Zander is an office manager/retiree coordinator. She studied elementary education at Carroll College and was also employed as an accounting technician for five years. She and her husband have three young children at home.
Fish, Wildlife and Parks Commission
• Shane Colton, Billings. Qualification: District 5 (Chair). Colton is an attorney with Edmiston & Colton Law Firm. He earned his undergraduate degree from Montana State University-Bozeman and his J.D. degree from the University of Montana-Missoula. He is a member of the Spotted Ass Sporting Clays Club and the Billings Rod and Gun Club. Colton grew up in the Denton area.
• Bob Ream, Helena. Qualification: District 1. Ream, a former legislator, taught and conducted research in wildlife management for the University of Montana’s School of Forestry. Ream directed a study in the relationships between elk and logging in the Sapphire Mountains elk herd, and was the director of the wolf ecology project for UM. He has a B.S. in agronomy from the University of Wisconsin, an M.S. in botany/zoology from the University of Utah and a PhD. in zoology from the University of Wisconsin.
• Ron Moody, Lewistown. Qualification: District 3. Moody is on the BLM Central Montana Resource Advisory Council and is a director of the Public Land/Water Access Association. He is retired from FedEx, and received a B.A. in journalism and political science from the University of Mississippi. Moody has also served on the Montana Library Commission.
Board of Labor Appeals
• Norman Grosfield, Helena. Qualification: attorney. Grosfield has a B.S. in business (Montana State University-Bozeman) and a law degree from the University of Montana. Now an attorney in private practice, Grosfield has been the attorney for the Montana Association of Counties and division administrator for the state of Montana’s workers’ compensation division.
• Brian Boland, Great Falls. Qualification: public representative. Boland is a field representative for Laborers Local 1686. A graduate of Great Falls High School, Boland is also involved in the local central labor council and building and construction trades council. He was a wastewater operator with Veolia Water and held a Montana Third-Class Boiler Engineer License.
Public Employees Retirement Board
• Timm Twardoski, Helena. Qualification: public representative. Twardoski has a degree in business finance at the University of Montana-Missoula, where he was on the JV basketball and rodeo teams. He’s currently executive director of AFSCME Council 9 and also works as a booking agent for hunting trips.
