Governor Bullock Announces New Chief of Staff

Tom Lopach to serve as new Chief of Staff, Tracy Stone-Manning returning to conservation work

MONTANA – Governor Steve Bullock announced today that Tom Lopach, former executive director of the Democratic Senatorial Campaign Committee and chief of staff to U.S. Senator Jon Tester, will serve as his new chief of staff. Lopach replaces Tracy Stone-Manning, who is returning to her home in Missoula to serve as an Associate Vice President for the National Wildlife Federation, leading the organization’s national public lands program.

“It is bittersweet to have Tracy’s time with my administration come to an end. She has been a skilled administrator, trusted advisor and close friend, and I wish her luck in her next adventure,” said Governor Bullock. “She is leaving the position in the capable hands of Tom Lopach, whose extensive experience in public service and government will ensure this administration continues to focus on growing the economy, creating jobs, and providing essential services Montanans and businesses depend on.”

“I have known and admired Steve and his wife Lisa since long before they entered public service – Lisa was actually one of my coaches when I was young,” said Lopach. “From early childhood education, to Medicaid expansion, to creating jobs in the outdoor and high tech economy while protecting our clean air and water and public lands, Steve is getting things done for folks in Montana, and I am honored to help him continue his work.”

“It has been a remarkable privilege to work for Governor Bullock, his team, and the citizens of Montana. I leave behind friends for life and look forward to the work I know they will accomplish,” said Stone-Manning.

Lopach will join in leading the Bullock-Cooney administration with Ali Bovingdon, who serves as Deputy Chief of Staff and Director of the Office of the Governor. Bovingdon, a Chinook native, has served with Bullock since he was elected as Attorney General.

Lopach, who was born and raised in Helena, has over two decades experience in government and politics. Prior to serving as a strategist for Subject Matter, an advocacy group based in Washington, DC, Lopach served as executive director of the DSCC during the 2016 election cycle and chief of staff to U.S. Senator Jon Tester from 2010 to 2014. In 2009, he was senior vice president of congressional affairs for the Export-Import Bank of the United States. During the 2008 election cycle, Lopach was the DSCC’s national finance director. Lopach started his career as a field representative for then Congressman Pat Williams in Helena, Montana, in 1996.

He begins his new role on August 7th.
